Are all victims screwed once by ault then again by the police department?

It seems like ual ault is something people like to pretend doesn't happen. A friend of mine was d a few years ago and then was made to go to mandatory therapy meetings, while the creep who did it only served a couple months for having with a minor. It is a ridiculous problem that more people need to be aware of.
